TEC Telecare works in partnership with the Local Government Digital Office and TEC in Housing, and engages with telecare service providers, citizens and other key stakeholders to provide leadership and support to drive continuous improvement, transformation and innovation in telecare deployment and service delivery.

Scotland’s Housing Network (SHN) have been providing benchmarking services to Scotland’s Technology Enabled Care (TEC) programme since 2017. Telecare benchmarking workshops are held quarterly for Health and Social Care Partnerships (HSCPs) that are either actively participating in the telecare benchmarking programme, or are interested in doing so.

The Impact Report attached below details the benchmarking findings for 2019/20.

As an independent consultant, I’ve worked as a Telecare Advisor on behalf of the Technology Enabled Care Programme and the Joint Improvement Team since 2011.

I previously worked for 23 years in Social Work as a service manager providing a range of 24 hour care and support services which included community alarm, telecare & telehealth, rapid response, (joint service health and social work), overnight home care and out of hours home care services.

In late 2019 FarrPoint completed a review into Telecare Call Handling. The review established the call handling arrangements currently used in Scotland and recommended several improvements to the scope of telecare services and how they are delivered. One of these recommended improvements was for telecare partnerships to offer proactive services.

One of the recommendations in the TEC Programme/Local Government Digital Office Telecare Service Continuity and COVID-19 guidance (20.03.20) was that Telecare Service Providers (TSPs) consider outbound calling to support vulnerable service users who are self-isolating and may be experiencing a reduction in contact with services, friends and family.

Telecare continues to represent a vital means of providing care and support at home in Scotland. Previous studies conducted by Farrpoint and Deloitte identified considerable variation in the approaches to call handling taken across Scotland, and recommended further analysis.

The Scottish Government and COSLA commissioned Farrpoint to conduct this further analysis through a review of telecare call handling services. Following this review, we are pleased to include below, a letter from Margaret Whoriskey and John Wood, along with part 1 and 2 of the final report.
