This Phase One Evaluation Report report is an early-stage qualitative review of the TEC TLS Pathfinders workstream undertaken on behalf of the Programme Director. Its purpose is to identify any immediate learning for the programme that can inform future stages, and to capture early stakeholder feedback as part of overall evaluation before it is lost to the programme.
